Government of Assam has entrusted responsibilities of conducting various training courses in the broad field of Panchayat Raj & Rural development to SIPRD, Assam. Accordingly training policy, action plan strategy is prepared by the institute to be approved by governing body. Since 1998 the institute has been making relentless effort to diversify its training and research activities in the broad field of rural development. Training programmes of the institute has increased manifold. With the increase in the number of courses, the institute has made sincere effort to improve and maintain the qualitative aspects of the training programmes. Number of mandatory courses conducted per year have been increasing year after year. Most heartening aspects of the progress is that Line Departments has reposed confidence in the State Institute of Rural Development, Assam so far as qualitative aspects of the training programmes for the officials are concerned. A large number of officials belonging to Line Departments have also undergone training in the institute.
The since 2005 has been organizing training programmes on different subjects under MGNREGA for the various stakeholders including functionaries, elected representatives of PRIs. During the year 2016 – 17, the institute organized 113 courses covering 4981 participants on different subjects under MGNREGA. Thrust has been given on planning and implementation on permissible works under MGNREGA, implementation of individual schemes, MIS, efms, geo tagging etc. The institute organized these training programmes in a decentralized way through Extension Centres. The institute has organized large number of training programmes on MIS for the Block Development Officers, Computer Assistants, Secretaries of GPs. MGNREGA training programmes have become demand driven. District and Block authorities are requested the institute to organize training programmes on different subjects under MGNREGA for the functionaries involved in the implementation process. The institute has been organizing courses as per request of the district and block authorities in a decentralized way. The institute has prepared training modules, materials based on the training need. Technical manual has also been developed on permissible works under MGNREGA. The institute has also given thrust on organizing training programmes for the Block Development Officers, Computer Assistant on MIS, efms, etc. One round of training programmes for the Block Development Officers have been organized during the year at SIPRD, HQ, Khanapara.
Although IAY addressed the housing needs in the rural areas, certain gaps were identified. To address these gaps in the rural housing programme and in view of the government’s commitment to provide Housing for All by 2022, the scheme of IAY has been restructured into Pradhan Mantri Awaas Yojana – Gramin w.e.f. 1st April’ 2016. The SIPRD after launching the programme has organized one round of orientation training programmes for the officials involved in the planning and implementation process from district to Gaon Panchayat level. During the year 2016 – 17, the institute has given special thrust to orient those officials on different aspects of PMAY – G like design, concept, convergence of other programmes etc. The SIPRD through its SATCOM facilities has organized one quick round and covered 2800 participants within one month. After that the institute organized series of training programmes on planning, implementation and convergence of other programmes with PMAY – G for the officials of DRDAs, Blocks and Gaon Panchayats. The SIPRD has also organized training programmes on Awaasoft for the MIS Managers and Computer Assistants. The institute organized ToT programmes on mason for the Master Trainers selected by the training providers in collaboration with Central Skill Development Corporation, New Delhi.
The NIRD & PR, Hyderabad has been providing financial support to organize training programmes on planning, implementation, monitoring of different flagship programmes under its networking programme. The SIPRD has organized some courses on the subjects of watershed management, Sansad Adarsh Gram Yojana, Decentralised Planning, NSAP etc. The institute during the year also organized some collaborative programmes with the Initiative of Changes, Panchgani, Maharastra on personal ethic and public service for the Project Directors, Block Development Officers, Faculties of SIPRD & ETCs. Resource Persons of Initiative of Change, Panchgani has come down to SIPRD and organized these training programmes.
Training on skill development for livelihoods: Besides the mandatory training programmes on rural development and Panchayati raj, the State Institute of Panchayat & Rural Development has regularly been organizing training programmes on skill development for livelihood activities. The institute has got necessary infrastructure for organizing such training programmes in its second campus as well as its 12 Extension Centres. During the year 2016 – 17, the institute organized 160 courses and covered 6143 persons belonging to youth, women, farmers, entrepreneurs, artisans etc. After undergoing training programmes at SIPRD the youth, women, farmers, entrepreneurs, artisans have started their own enterprises with the support of government subsidy and bank loan for their self employment.
The SIRD has developed a team of 75 Master Trainers consisting of Faculties of SIRD, ETCs/DPRCs, Institutes, College Teachers, academicians, representatives of NGOs, etc. These Master Trainers have been trained up in couple of rounds through intensive training, writeshops, workshops etc. and have been involved in the process of capacity building of different stakeholders on GPDP. The institute organised refresher training for these Master Trainers at SIRD, Khanapara. These Resource Persons, Faculties have been involved in preparation of modules, materials, taking sessions in the training programmes, providing handholding support to the panchayats also.
As per approaches of GPDP, thrust has been given to develop a pool of Resource Persons / Master Trainers on various subjects / themes and also to involve the Resource Persons already developed under other programmes like MGNREGA, NRLM, Sanitation, etc. The SIRD organised ToT programmes for those Resource Persons like DTRTs developed under MGNREGA, District Programme Managers of ASRLMS, District level selected Line Department officials identified by the department concerned. The Resource Persons in turn involved in the block and field level training programmes organized by the institute.
The SIRD developed 1500 Block Level Master Trainers who in turn involved in the capacity building process of GPDP at the village level. These Resource Persons have been drawn from the officials of line departments both serving and retired and representatives of other specialised institutes, social activists, serving and former elected representatives who have performed well in more than one tenure at different tiers of panchayats, Retired teachers, expert representatives of NGOs, CBOs have also been identified as Resource Persons. These ToT programmes have been organized at the district level for 3 days duration before starting the actual capacity building process.
Collection of primary and secondary information and their analysis through a participatory process is very important in preparation of Gram Panchayat Development Plan. Participatory mapping of assets, access and entitlements, focus group discussions on development and welfare issues needs peoples engagement for which working groups at Gram Panchayat level must understand the Gram Panchayat Development Plan and equip themselves to do preparatory groundwork, organise events and document the process and findings. In the process of the preparation of the Gram Panchayat Development Plan, 4 (four) Working Groups have been proposed in the guidelines.The SIPRD organised training programmes for these working group members on various aspects of preparation on GPDP. The training also covered field level PRA exercises, data collection, etc.
The institute organised day long orientation training programmes for the CEOs and Dy. CEOs of Zilla Parishads. The objectives of the orientation training was to orient the elected representatives of CEOs & Dy. CEOs to the preparation of Gram Panchayat Development and their subsequent implementation and monitoring.
Participation of rural people, members of SHGs, social activists, teachers, representatives of CBOs, Mahila Samities, youth clubs are very important for the preparation of panchayat level plan. As per GPDP guidelines peoples participation in the planning process is very much required for preparation of a holistic Gram Panchayat Development Plan. For environment creation, participatory planning, monitoring and evaluation of the Gram Panchayat Development Plan, massive mobilisation of general villagers and field level functionaries are required. Hence CBOs including SHG federations, community volunteers, students etc. will have to be sensitised on different aspects of mobilisation process. The SIRD organised sensitisation programmes in each ward of the 2200 Gaon to ensure peoples participation in preparation of Gram Panchayat Development Plans. These sensitisation programmes have been organised in the interior pockets of the state to cover vulnerable and disadvantaged sections of the society involving CBOs, NGOs, social activists, Mahila Samities, Youth Clubs etc.
The institute organised orientation training programmes for all the members of Zilla Parshad on GPDP. The objective of the orientation training was to orient the elected representatives of district panchayat about the preparation of Gram Panchayat Development and their subsequent implementation and monitoring.
The SIRD oriented all the Chairpersons of Anchalik Panchayats about their role in preparation of Gram Panchayat Development Plan. The SIPRD organised orientation programmes for the members of Anchalik Panchayats on GPDP who are also an important stakeholders to roll out the planning process smoothly in the field.
The SIRD has organized training programmes for the elected representatives of Gram Panchayats on preparation of GPDP. The members have been covered under the training programmes as members of working group or members of Resource Teams. The training programmes have been organized in a decentralized manner through the Extension Training Centres / District Panchayat Resource Centres situated in the different districts. During the process of capacity building and training, SC/ST elected representatives have also been covered.
The institute developed a team of Resource Persons at village level besides the Resource Team to be selected from the Gram Panchayat itself on different themes. These resource persons have been selected in consultation with different institutes, universities, colleges, organisations etc. After selection of these Resource Persons, the institute provide intensive training programmes. After being trained up, these youth have been providing the handholding support to the panchayats on preparation of plan, organise field level training for the stakeholders, sensitise the rural people about the preparation of plan etc. The institute organised refresher training programmes for the officials of block level on preparation of village development plans and their subsequent implementation and monitoring. The refresher training covered Chief Executive Officers of Anchalik Panchayats, Extension Officers, Jr. Engineers. As per Gram Panchayat Development Plan guidelines prepared by the state, Gram Panchayat level Resource Groups play a vital role in preparation of Gram Panchayat Development Plan. The Resource Groups consists of President and Vice Presidents of Gram Panchayats, Secretaries of Gram Panchayats and 3 other Resource Persons. This resource groups facilitate the planning process in the concerned Gram Panchayat through awareness generation among the villagers, conduct participatory exercises, analysis of the present status of the GP, analysis of data for plan formulation etc. The institute organized training programmes for these members of Resource Team on different subjects required for preparation of Gaon Panchayat Development Plan, their implementation and monitoring. The training programmes have been organised in a decentralised manner through Extension Centres / DPRCs of the institute.The institute organized training programmes for the members of working group on preparation of GPDP in a decentralized manner through the Extension Centres / DPRCs as well as Block Level Resource Centres. The SIPRD proposes to organise refresher training for these trained up members of Working Group for 2 days duration at field level.
All the Presidents and Vice Presidents of GPs have been trained up on GPDP. The training programmes covered various aspects on preparation of GPDP, importance of PRA, base line survey etc. The training programmes have been organised in an intensive manner.
Effective planning, peoples participation, convergence, policy, joint monitoring are esse4ntial in strengthening the implementation of programmes for providing basic services and development programmes in rural areas. As per guidelines of GPDP, role of Line Departments are very important for preparation of holistic gram panchayat level plan. The institute organised training programmes for the line department officials from each district about convergence of different programmes in the plan mainly PHED, Power, irrigation, agriculture etc. Role of the line departments is very import in preparation of holistic plan through convergence. The institute to trained up field level functionaries of Health, NRLM, PHED, ICDS, Education etc. on preparation of holistic Gram Panchayat level plan so that they can be involved in the planning process. The training programmes have been organized at the village level through the Master Trainers developed by the institute. : As per guideline of GPDP, convergence with other programmes of the line departments will be a major initiative for preparing holistic GP Development Plan. To strengthen the convergence with other development departments, integration of the programmes with GPDP, it is imperative to orient the line department officials about the GPDP. The institute organized a consultative workshop at state level for the Sr. Officials of various Line Departments.
As per guidelines of GPDP thrust has been given to involve the members of Village Organisations, SHGs, CRPs developed under NRLM for preparation of Gram Panchayat Development Plan. All the members of the VOs, SHGs, CRPs are women members. The SIPRD organised training programmes for these clientele groups jointly with the ASRLMS. The ASRLMS selected 10 educated members among the members of VOs, SHGs, CRPs from each Gram Panchayat who have in turn participated in the preparation of Gram Panchayat Development Plan. These training programmes have been organized in a decentralized manner in the field itself by the Block Level Master Trainers are being developed out of the best performing CRPs. 4 CRPs have been selected from among the best performing CRPs in each block who have already received several rounds of training on different aspects of social exclusion, financial inclusion, social mobilization, book keeping etc.
Training programmes for the Presidents of GPs and Secretaries of GPs on OSR:The Government of India, Ministry of Panchayati Raj has given thrust on increasing the Other Source of Revenue by the panchayats through tax and other sources. The institute has been regularly organizing the training programmes for the Presidents and Secretaries of GPs on Other Source of Revenue by the panchayats besides the training programmes on GPDP. Separate modules, materials have been prepared for the training programmes which are being organized in a decentralized manner through the Extension Centres. The institute continued this training programme specially for the Presidents and Secretaries of Gram Panchayats on other source of revenue by the panchayats.
Training programmes on Other Source of Revenue by panchayat for Accountant of ZPs and APs, Extension Officers etc.:The institute has also been organizing the training programmes on functionaries of ZPs and APs on the Other Source of Revenue. The institute continue these training programmes in the current financial year for the left over participants proposed during 2016 - 17.
ToT on Accounts, budget preparation, record keeping: Proper management of accounts, budget preparation, resource mobilization, record keeping is a very important aspect for smooth functioning of the panchayats. For this purpose accounts and audit manual has been developed. The institute organised ToT programme for the Resource Persons consisting Retired Accounts officials, Lecturers on accountancy, Faculties of Accounts based on the manual. The ToT programmes organized in SIRD, HQ, Guwahati by involving experts from Directorate of Accounts and Audit, Principal Accountant General office.
The Government of India has given thrust on sustainable development goals. State Government will re-orient its planning and implementation strategy to achieve sustainable development goals. Special focus have been given to achieve the goals relating to end poverty in all forms, everywhere and end hunger, achieve food security, improve nutrition and promote sustainable agriculture. The Department through its Panchayati Raj system and in association with different departments and other stakeholders also developed strategies to achieve other sustainable goals. Among all the three tiers of panchayats, Gaon Panchayat plays an important role in socio economic development of rural masses. A revolutionary change can be brought in participatory sustainable development through holding of meaningful Gram Sabhas by the Gaon Panchayats. To achieve these goals, participation of elected representatives is very important in socio economic development of rural masses. The SIPRD organised orientation programmes on the Sustainable Development Goals for the different stakeholders in achieving the goals. Training programmes are being organised in a decentralised manner through ETCs/DPRCs.
The institute organised training programmes on sanitation as per guidelines of Ministry of Panchayati Raj for different stakeholders. The objectives of the training was to orient the participants about the importance of sanitation, basic features of swach bharat campaign, role of panchayats in sanitation, sanitation and personal hygiene etc. Duration of the training are 2 days duration. The training programmes have been organized in the field itself to cover more participants on the subject.
The institute has given special thrust to literate the elected representatives of PRIs and functionaries of GPs on fundamentals of computer application. The computer literacy programmes have been organised in a decentralised manner in the Gram Panchayats by using Laptops through the Extension Training Centres of the institute. The institute organised training programmes for elected representatives of PRIs as well as functionaries of PRIs in a decentralised manner. The SIRD organised training programmes on computer literacy for the selected elected representatives of PRIs belonging to three tiers.
